Alberta went through deregulation last year. Our power bills increased almost 400%. Power companies were allowed to increase their rates. When people complained about their bills, the Gov said "well at least we will never have a black out again, will we?"

As far as the cost goes... living in an energy rich province, each household receives around $1500.00 a year in cash rebates and credits on their bill. California probably doesn't have that option... But if you are going to have slower growth, you should at least do it with the lights on.
