Virginia (where I live) is in the process of deregulating electricity but the rates are capped until 2007. Right now you can volunteer to switch companies if you want to - and the website says they plan on learning from California's mistakes. We aren't forcing the companies to spin off the generation units and we allow long term contracts to protect against price volatility and ensure long term supply.

The more I read about the way California "deregulated" the crazier it sounds.

Jay response is in note to Cobalt Blue. Laughing to myself I think to myself we in CA have done one wonderful job of building the cart before the horse in both our air line net and ground line state.

The golden RUSH into anything and catch up to it later state.
