Clinton took office 4 years after Reagan left. During the 4 years of Clinton's predecessor, the country went through a recession. When Clinton took office, unemployment was sitting at a very high 8% and the deficit was $290 billion/year.

Suggesting that Clinton took inherited a Reagan boom is ludicrous.
