HOV lanes work here. People car pool, van pool, or else park at a satellite lot and engage in ad hoc ride sharing - they wait for someone to come along who wants to drive and pile in with the driver. Some people drive vans and pick up a big crowd. They pay something for the gas. One highway (I-66) is completely restricted to HOV during rush hour.

Not sure why you say "more pollution that without them." If people need to commute, HOV pollutes less than individual vehicles. Traffic moves faster so there isn't the pollution from idling creep-and-beep traffic - all the gas is burned to make the car go, not stay idle.
