I can absolutely 100% confirm that a cash account has nothing to do with whether or not a stock is available for shorting. If the firm is holding your stock in street name it makes no difference whether its in a cash account or a margin account. If there is enough stock available in total a firm can loan the shares. You may be confusing a "safe keeping" account where shares are registered in your name and therefore not available to firms.

And I'd report the specialist canceling your gtc order to the SEC.

In any case, I hope they short the he$$ out of my gold stocks. I view a great deal of shorting as a positive not a negative. Let them short. Just means more buying down the road.
