There is the matter of the trillions of dollars in debt and the likely colapse of Social Security and Medicare. Without Reagan there is a good chance that the Soviet Union would have transformed into a stable democracy. Certainly Gorbachev and his allies seemed to want to join the western world in a pragmatic and measured process. Instead Reagan brought it to a colapse that appears to lead back to some form of dictatorship and hostility toward the west.
In the Reagan recovery, the rate of inflation decreased
Nonsense, the rate of inflation responded to Volker's high interest rates. That is not to say taxes have no effect, but their effect is very difuse and so many causes and effects cancel each other reducing the impact.

the sustainability of growth without inflation
You are projecting Clinton's policy of matching the government revenue to government expense onto Reagan's failed policy of borrow and spend. Reagan's growth was in no way sustainable. There are not enough trees to print all the money that would have been required in national debt to continue the Reagan "prosperity".

If we budgeted like most businesses
Business gets a tax break for debt. It is often more favorable to lease than buy because of capital expenditure rules. The government is not tied to these artificial accounting tricks. Pay as you go, once a Reagan core idea, is the logical choice for the one entity that can set the rules as necessary.
