Hi Don:

There were so many policy mistakes it is difficult to know where to start, from
the long term policy mistakes of making it difficult to build power plants and of
going to all gas, to the PUC mistake last summer of not allowing utilities
to go into long term contracts, to the recent mistake of having the state
subsidizing electricity purchases for the whole state.

Maybe I am an extremist, but I favor the immediate BK of PGE and Edison,
and the immediate deregulation of all electricity prices. If the state wants to
do something it should just focus on helping the poor deal with electricity bills.
For the $10B the state has already spent on electricity, it could have
subsidized electricity bills for the poorest 1 million households in the state
for more than 5 years, more than enough to allow supply to catch up.

Most homeowners have already absorbed tremendous gas price increases
(gas is deregulated) and I fail to see the difference between electricity and
gas. I also think that all localities that turn down new power plants should
be immediately disconnected from the power grid.

PS: Although I spend much time bashing the two MoonBeams, I don't think
Wilson was such a bargain either. On the other hand, I really liked the
Duke.
