How do they determine the opening DOW number if all the components dont open at the same time?

Are they supposed to open at the same time? There are times ive watched CNBC where they comment that the dow is likely to go higher/lower when XYZ opens in 5 minutes.

Aged RumDood, As I responded to davidd, I see strength across the board with NG, refiners and services stocks likely to outperform. Don't know enough about the electricity producers to comment.
