It think it's pretty clear that, overall, mobile Palomino represents a significantly better choice for mobiles than the mobile PIII. However, there's little chance that mobile Palomino can compete with Tualatin. Remember, Tualatin isn't just going to be a .13&#181 shrink of the Coppermine and although I'm not sure where the L2 cache issue is atm (are they still going with 512kB L2 cache as was once rumored?), I feel fairly confident that the IPC will be somewhat higher than Coppermine. Certainly, power consumption will be unbeatably low.
