I was thinking specifically about a cold night in Oxford at the end of January last year. The temperature was in the 20's and there were literally thousands of people walking around, with no particular special event happening.

I think you'll also find more people interaction in small communities. Also established neighborhoods. Where my parents lived, most everyone had lived in the neighborhood at least 20 years. Seemed like there was a "cocktail hour" most evenings.
