Unlike the current education bureaucracies, the private education industry that would develop under a true reform would have to please the customer. The Government-sponsored education system has the opposite incentive.

Private classes, small or large? How about "optimal" for the particular educational goal. Standardized tests instead of "education"? Only a government-paid teacher or "education bureaucrat" would even TRY to create such a false separation.

Teachers unions? Whichever schools let them in without getting them on the same page as parents would soon be out-of-business.

Market magic. Don't send your kids out without it...
