Tying funding to test performance will be a slippery business, though it would at least initially incent teachers to improve performance and school administrators to weed out the losers. As it is right now, at least in CA, funding is tied to attendance. Vouchers will be the means for the rich to get richer and the poor poorer.

Schools will not have a choice about unions. If the majority of the staff chooses to be represented, it will be a fait accompli. Then it will be the union, not the school that will have to answer to the parents. As usual, education caught in the balance.
