Thomas: I don't wish to deny anyone access to an education. I happen to work about one mile from a high school that would qualify as one of the cesspools of "education." I know what goes on there because I have talked to teachers and parents who are connected with it. In this case there is a relatively new principal who is not fully in control. Education is not fully being offerred there and students as a whole are not taking advantage of what there is. A self-perpetuating nihilism exists there that should qualify as a crime.

So I have to wonder what would be the effect of vouchers on a place like this. Should the school just die? Should the staff wake up one morning and find their pay and benefits tied to test performance? Should the school district be given an ultimatum that vouchers will go into effect in 1-2 years so they better get their test scores up? How do you do all that when some percentage of teachers are incompetent, some are just burned out, some just need some professional juice to upgrade their skills? Where will new teachers come from that want to teach in a place like this? What incentives do they have?
