The goalkeeper's feet must remain stationary on the goal line until the ball is kicked on penalty kicks. This was the rule the USA goalie on the Women's Team violated (no call was made) in the Finals. I imagine it is violated often, much like "steps" or "traveling" in NBA basketball, or as Chick Hearn likes to call it "the bunny hop". When I played in high school these things were called along with moving your pivot foot. Not so strict today.
