This was the rule the USA goalie on the Women's Team violated (no call was made) in the Finals. I imagine it is violated often, much like "steps" or "traveling" in NBA basketball, or as Chick Hearn likes to call it "the bunny hop". When I played in high school these things were called along with moving your pivot foot. Not so strict today.
