The reason for this is that AMD does not currently need the speed grade yield from Austin. If AMD does get to the point where they have to really push Fab25 to keep it pumping out processors, they will. I have little doubt that they will not only shrink the gate lengths, but also implement low-k dielectrics, even if they can not shrink the process below 0.18-microns.
