Clinton INCREASED spending with his 1993 legislation. That excludes the 22 trillion increase he proposed for socialized medicine.

It was not a tough call. It was following the expressed anxieties of Americans as measured in polls. In any event, to be a tough call, one has to anticipate the possible consequence. NO ONE thought that the Congress would go to the Republicans, except for Gingrich and his allies......
