All of the republicans' comments about that 1993 bill assumed a democrat (i,e, unchecked) congress would continue. These guys love to point out those quotes from Dole and Limbaugh, but they always disingenuously quote out of context. It's one of Clinton's legacies.

The Reps spent millions of dollars in TV advertising declaring that Clinton was breaking his promises about taxes, in the weeks before the vote.

The polls were heavily against passage. Clinton fought tooth and nail for weeks to get one last vote in the Senate.
