Clinton was perceived as a very good President for most of his term, yet the wildly partisan politics which the Republicans practiced won them all of Washington in 2000.

I don't doubt that the Dems are stupid enough to buy your thesis, but experience shows that the voters behave differently. The Reps are very good at getting Democrats to fall into their PR schemes. Al Gore listened to the Republican "media consultants" and made the brilliant decision to run away from a President with 65% approval.

Gore should have won the election by 15%, instead of just 1%.
