Unlike the Clinton Administration which took a shotgun approach to the roadless issue, the Bush administration will go on a case by case basis. Clinton's rule came straight out of the Green Piece/Sierra Flub coalition. Bush will use logic and sound conservation principles backed up by local knowledge and the result will be much better all the way around.
