You miss the point. I do not feel that the 20% cap on foundry capacity is an obstacle. The 20% cap only eliminates potential directions that AMD can go.

Here's a scary thought for you.

Suppose that AMD were to buy into IBM's Fishkill fab. AMD buys a 50% stake, and in exchange IBM gets a license to produce and sell one IBM branded Barton processor for every
Hammer processor sold by AMD.

This scenario would end up pitting Intel against the combined capacity of Fab30 and the 300mm Fishkill fab, but also take the wind out of the saying, "Nobody ever got fired for buying Intel." since this is derivative of the older saying, "Nobody ever got fired for buying IBM."

And this scenario would not involve any outside foundry capacity.
