I really haven't thought about it, but I don't think it is that simple. People have a right to all the information they can get on a company. What about those 21 Million shares that traded today. Is that REALLY legal?? Did it stop them from dumping???"

I don't think it is illegal because today is their first opportunity to sell. They have a specific reason to sell today. In my business I have access to some inside information about Intel, therefore I trade systematically, meaning that my actions are based on a pattern. If I all of a sudden bought a large number of Intel options shortly before a major announcement I could be in real trouble. So to avoid problems I buy and hold INTC while writing CCs in a repeated, predictable manner that has gone on for years through up times and down.
