Also, note that a very large number of shares that were subject to the TMTA lock up agreement are (or at least were) not owned by insiders, most notably shares owned by the VC firms or lower level TMTA employees.

Given that the float increased in one day from about 13mm shares to 125mm shares, in hindsight today's move isn't all that amazing.
