Instead of 'WinME' you must mean IE, because IE and Netscape are browsers. WinME is the OS. It sounds unlikely to me that the default browser can influence defragging. If you think otherwise you could make Netscape the default and try defragging. But since defrag works OK now, I'd leave well enough alone.

Browser wars within your computer are normal. Here's a tip on how to make IE your default browser if Netscape takes over again.

Sounds like you may have run across a clue to your disk writing problem. Maybe some Netscape browser plug-in has been misbehaving all this time. mr.mark may be able to give you some guidance with netscape. He was (recently converted) a netscape man.
