They both are moving in the wrong dang direction, except at different rates.

That is true. Clinton's first year spending increased 1.8%, compared to Bush's 5%. That was because Clinton had a Democratic Congress. After the Republicans took control of Capitol Hill, spending started to run out of control again. Do the numbers yourself:
