There is little difference between doing the first SSE implementation, and a copy. Once the architectural spec is laid out, the amount of effort required to implement is going to be approximately the same for either company.

AMD was slow with SSE, because some at AMD believed that 3D-NOW! would win. LOL

SSE+ is implemented in Palomino, which I consider early enough (although I which Palomino would have been here earlier). SSE2+ (SSE2 plus 3DNow! compatibility) will only have to wait for Thoroughbred.
