You are correct, he did not have the Paula Jones case. What I was saying is that his principal interest was in cracking the modus operandi of cover- up at the White House. That is how he tied it in to the Whitewater investigation, because it might provide leverage to get some people to talk in the more central matters.....

Yep. In the PJ case, all he did was lie under oath, mislead a judge and provide falsified affidavits in a civil lawsuit under a law he signed into effect.
