DMA,

Carter's oil shale program was based on 50% private/50% public funding. The idea was that oil shale was not economical in 1980, but would eventually become economical as other sources dried up, and as the technology for extraction became mature.

This was very sensible approach, and was strongly backed by industry.

Frankly I'm happy that it went away, because exploitation of oil shale would cause significant damage to Colorado. I doubt that was Reagan's intent for killing it.

DMA,

Paleontology? how's that gonna power my car?

Paleontology is critical in oil exploration, and of tremendous value for the minds of children who love dinosaurs and fossils.
