The government constructed the highways, so it's fair to say that anyone may use them. Private industry built the power lines. Forcing them to allow competitors to use their lines, without discrimination, at the same cost, gives them no incentive to construct more lines, or even maintain them. Why should they? It's an overhead expense that their competitors don't have, so their competitors can undercut them. The sensible thing to do is let someone else construct the lines and then free ride on them.
