The concept is the same, but the liquid is not water - meaning that there is no refrigiration, compression or peltiers involved. Just a liquid used for cooling rather than air. The thing with liquid is that you can conduct the heat away to a more convenient, centralized place, and do the cooling there, rather than have multiple fans inside the case, and a bunch of case fans, with the case sounding like a vacuum cleaner.
