Actually, it is not a free market, or the workers would be able to obtain their wages solely in cash, and would have the liberty to spend it at the grocery store or the local rooming house, the 7-11 or the Days Inn, as he pleased. It is a rigged market, taking advantage of the ignorance and illegal status of the workers. I am not in favor of the exploitation of illegals, and I am not against some regulation. The question is one of "how high the bar"? Regulators should have to make a case.....
