I am refering to the shortfall in production. If the US had to rely on domestic fuels, energy use must be cut by 33% now, and over 50% by 2020. Energy is quite price inelastic. A 1% shortfall yields to a price increase of 20% or so. Thus, a 7% shortfall yields a quadrupling of energy costs.

California needs a 10% reduction, thus, prices must rise about 8 times for it to occur. Guess what, they are not there yet. Over time they will be, but the immediate problem could have been resolved much more cheaply 1.5 years ago when San Diegoans complained then. But, the state pols didn't listen. They mandate emissions. Why don't they mandate insulation, cf bulbs, and turning off safety space lighting? They know that Californians would vote them from office. The public talks about conserving is necessary but, not them personally. They want low prices but, not the infrastructure to make it possible. They are NIMBYs and BANANAs when their property is near a needed NG pipeline, oil pipeline, refinery, electric HV line, or a power plant. Let them stop using a pickup truck but, my SUV is absolutely necessary even though he uses it to insulate homes and I just use mine to take my board to the beach.

The above attitudes seem to be very prevalent when talking about thing in a general sense and what they really do.

Electricity usage in air conditioned spaces can see some dramatic changes, though, since the energy used by lighting and appliances is dissipated as heat that must then be removed.

Replace a 500 watt Halogen torchiere with a nearly identical 27 watt fluorescent model and you no longer have to pump that 500 watts out of the space using the A/C.

So, if your A/C unit can pump a watt of heat using a watt of power, switching that one bulb could save about 1,000 watts of electrical energy.

Admittedly that's the extreme case.

But one of my neighbors claims his total annual electricity use has dropped by about one third since he replaced his 20+ year old refrigerator with a new energy efficient model.
