Yes, the whole concept of "fair" has come to mean that which favors "my" position. Somewhat akin to a "non-partisan" vote.

You actually raise an interesting point. Inasmuch as utilities are/were a regulated industry and I don't imagine you would get much argument that they are a vital industry, and inasmuch as government has been involved throughout the country in overseeing utilities to a greater or lesser degree, then it is fair to suggest that some form of price supports are appropriate.

In other words, vital industry cannot be left to free market forces entirely, and deserves support when the market is depressed(like farming?). BUT, of course the other side of the coin applies as well. If you advocate price controls on the bottom, should the industry be required to accept them on the top?
