I know a guy who went for the federal 50% in having a levee built along the Spoon River. $30k levee, feds paid 1/2. First scoop of the high hoe and up comes an Indian pot. Because it was 1/2 funded by the fed he had to pay for a dig. Cost him another $30k to prove there were no more pots in his ground.
