Ali, If a serious problem was hushed up by invocation of NDA how does that bypass any liability issue that arises when such suppression of information causes harm? We see this now with firestone and tires with Ford etc.
I can see a court opening up some NDAs in the right ciiircumstances.

Intel does not sell to Mom & Pop shops directly.

That's why Manufacturers Representatives and Authorized Distributors exist. But they don't enter into NDAs. An Intel Rep is not going to exchange NDAs as a condition of sale of Intel product.

The issue is not about Intel's requirement that a company sign an NDA to receive advanced technical information on unreleased product.
