Yup. Technically, "front running" is the legal term used when a broker buys or sells in front of his client, or a market maker enters a position ahead of a call by the analyst at the firm. There is an interesting phrase for the supposed wall between the regular money (like a mutual fund or a corporate advisor) and the investment bankers and brokers..."Chinese Wall".

I've seen "Chinese Walls" that were pretty thin. I walked into a bank one day and saw a guy in the corner with a desk and a sign. He was a broker. It used to be illegal for a stock broker and a bank to share the same space. Now the Chinese Wall is made of atmosphere.

Somebody who is just another "investor" and pulls the same stunt is usually called a "pump and dumper".

But you got it right, it's illegal in any case. The scammers eventually get busted.
