"...within a framework of confidence-..." The resolution you propose has merit. Getting there is another matter. The issues that have destroyed the confidence and trust of each side toward the other run very deep. Reconciliation though nearly impossible to imagine is a priority event that has to happen for the political resolution to work. It can happen simultaineously but if it does not happen no political resolution will succeed no matter how sensible it seems to us.

I realize the rebuilding of Soloman's temple idea sounds far fetched. Other things can be tried. I really don't know what will work but I have no confidence in a simple political solution. I don't believe either side would stick to their agreements in such a solution. On the other hand, if there were a superordinate goal that required their submission to God in cooperation with one another and that was clearly more important than which street marks the end of Isreal and the beginning of Palestine these two groups would see these differences as petty and bring resolution over night. I am very sure that the Israelis would get behind the Soloman Temple project 1000% and that the Christians of the world would support it. I am not as sure about the Muslims but as I said before I have fanticised that this could work out. I keep watching and waiting for this to crop up in the news.

Bottom line, I am convinced the Temple will eventually get built. It will take the wealth and support of the entire religious world to bring it about. This is the only way I can imagine it happening. I also realize my imagination is limited.
