With absolutely no hard evidence, I think there's something interesting going on with the VLNC announcement of unquantified orders to two unnamed PDA vendors, and the Samsung announcement and published rumor of Compaq and Palm PDA battery orders respectively. Samsung is an accepted big-cap OEM pouring large resources into battery production/development, much as it did with LCD displays for laptops, where it went from nowhere to one of the largest vendors. I suspect that VLNC may be acting as a second-source on these orders, but is allowing Samsung to get the press because that fits its long-range business strategy. And I think having Samsung in our camp increases the chances we'll see li-poly batteries in Dell and Apple ultraportable laptops, because Samsung is already an enormous supplier to both.
