I think I said I could make a list that sincere people whether religious or not would likely be fine with...even though it comes from religion.

I want to be sure I know what I'm looking at. This doesn't look to me like a list of rights and wrongs. It seems more an assortment of do's and don'ts for living. Is that what you had in mind? Could you characterize the list more definitively for me? And what would you do with the list?

That's a good list, I would say - mainly acceptable to religious and secular. As with Karen, though, I'm unsure about the 'forgiveness' part; not because I disagree with the aim, but IMO it's too close to telling someone how they should think, without any corresponding gain.

One other point which I think has been raised before... an absolute requirement for truth may not be ideal. Should you tell a depressed wife that her husband hates her, or their insecure child that its parents are likely to be divorcing - even if you 'know' it to be the truth? I'd prefer to see it phrased more as
'Tell no harmful lie.' or similar...

Of course, if you want the briefest list of all, which IMO would probably fit Solon's refuge, well -

Do as you would be done by.

I can't think how that could be improved, if obeyed. The insane, or devotedly criminal, will not follow laws or precepts however crafted anyway.
