I prefer to have the kids running hard on their own in non-contact sports. I have tried ALL sorts of games now, and ANY that involve chasing or throwing something at someone else, tend to end up in injury. I found a wonderful game called midnight, which you use flags with (the kind that secure at the waist) but we had to give it up. Every time we played it someone ended up going to the office with an injury. Dodge ball on concrete is probably the same. Even the kids who play basketball end up falling and breaking things. I am not only sensitive to the competitive angle, I understand the fear of the district for liability. We are far more exposed to litigation than when E was a girl.

Their are plenty of ways to wear kids out in a fun way without resorting to games the district doesn't want us playing. I like games from around the world, since I do a lot of multicultural stuff, and the games go nicely with the literature.
