A general question:

Pretty soon we will find out if GPRS, EDGE, and WCDMA technologies are workable/marketable. If they aren't, don't you think all of the European companies who spent billions on buying spectrum would be going after telecom manufacturers that promised them these workable systems within a certain time frame.

Why are all the telecomm companies going after their governments? They should be going after all these stupid companies who offered them GPRS/EDGE/WCDMA dreams.

A good analogy would be going after your city for selling you a piece of land for building a home that on a needed basis became a flying carpet. Now the company that promised you this new design is never blamed for promising something that was not workable. And you go back to you city for giving you back the money you spent on the land.

Am I missing something?
