Governor's first response to the current energy crisis - 50 weeks ago (well, the earliest I found).

Directed State agencies and facilities to conserve electricity (directive included raising interior temperatures to 78 degrees, reduce interior lighting, turn off ALL decorative lighting, turning off unused computers, shuttering south and west facing windows), and called on "citizens and businesses to undertake similar efforts to reduce their consumption of electricity".

Seems that Governor Davis was on the ball sooner than some critics might suggest.

It's called Path 15 and a Google search will provide you with lots of detail about the problems associated with this link. Basically, you are correct, Path 15 in most circumstances is designed to bring Diablo Canyon power to the Bay Area. It's one of the highest priorities for VP Cheney, FERC and CAISO right now.

Mexico and Sandy Ego (SDG&E) have had power exchanges for the last 20 years. What Bush has proposed recently is merely a line extension, so to speak.
