I'm not sensitive about the South having lower wages. It's a fact. Lower standard of living, cheaper standard of living, too.

BTW, take a look at the first column - workers directly affected by increase - all the way down at the bottom of the Demographics section - teens 16-19 = 29.2%. ;^)

I was going to guess Arkansas and Win98 class instructors. The local job board has all the tags pulled off for yard maintenance and oddjobs but not one for computer classes. I was told $10/hr would be insulting for high school kids to wash car etc. I assume it is the sales help at retail stores who also get commission? I know high school dropouts get over ten times the minimum wage for tree trimming, concrete pouring, and oil changes.
