I don't see how term limits would help. If anything it would make things worse because those on their last term would have no incentive to worry about what their constituents thought. There would also be, if anything, MORE dependence on special interest money, because non-incumbents do not have the advantage of the incumbent effect, making them more dependent on campaign funding. Since there would be fewer incumbents running, special interest money would therefore have even more influence than before.

I certainly can't see any evidence that term limits have improved the quality of government in California since they have been put in. In fact, I would have to say that the state is now being run by complete idiots.

There is also something undemocratic, IMO, in telling voters who are happy with the representation they have been getting that they MUST change representatives.
