I was using "habituals" as those who are potential incorrigibles......If they screw up while on probation, they get sent to work camps forever.....

In your calculus, don't forget to include age. Criminal behavior, at least certain types, drops for older men regardless of past history. There's no point keeping them cooped up once they've mellowed as long as they have the skills to function in society.
