Yes, according to John Diulio, a criminologist at Princeton now in charge of Bush's faith- based community action initiative, about half of street crimes are committed by about 6% of the male criminal population, the so- called "super predators". Yet even they, if incarcerated until about 40, move their interest from high- risk, high- aggression, violent crime, to easier, safer, mellower types of crime.

"In your calculus, don't forget to include age...." That is a very good point. Neocon may want to pick it up. I am not trying to define all the criteria that qualifies for a type two criminal. It seems understood and agreed that they exist according to my general definition. It is probably true that if we are going to set the death penalty aside there would need to be a major effort to get as detailed as possible in defining who qualifies and why. I don't have the patience to work through that and am looking more at the high level solutions.

I think we are off to a good start. Look, we could have one system that combines all three and even has choices for the criminal 1) Go to the general unsupervised population and live with whatever the alternative society is there 2)Go to the supervised work camp where no other provisions are offered. 3)Walk into that little chamber and take a nice wiff.
