Logical consistency might help. In your first paragraph You said;

"the fundamental first premise of moral consideration is the shared desire of people to avoid pain. "Don't hurt me"

While I disagree with that, if that's your starting point from an anthropocentric viewpoint, fine.

The problem that I'm having is the leap in logic from that, to the first consideration being;

"Will this action have consequences that are hurtful to another?"

That is as clear as mud. Aren't you smuggling, an appeal to the golden rule, into a world that you claim, has no rules?
