"If 'V' is up 2.8% (1.80/1.75)"

But is it? So far, all released Palominos use either 1.4 or 1.75 volts. No sign of the 1.8 volt chips, although that might change with the faster desktop chips. But since the server chips were originally supposed to be 1.8 volts and now they are not...

Edit: Not that the 0.05 volts is going to change your calculations much. But the uncertainty of the voltage to use for the chips is the strongest argument that they are diddling with the voltages to get the yield up.
