I suppose that one reason is that Clinton had to spend a great deal of time defending himself against the constant assault by the right wing that was obsessed with his private sex life. He was also very busy building up a huge surplus that reversed the trend of the huge deficits racked up during the Reagan and Bush years. You know, the surplus that Dubya is now handing out, as though he was responsible for it, instead of paying down the huge Reagan/Bush debt as a reasonable person would.

If Gore was in office now, as most voters wanted, we would be well on our way to solving global warming, and still have a vibrant economy. He would much rather see thousands of people installing distributed power produced by fuel cells, geothermal, solar, wind, and biomass than hiring thousands of coal miners.
