Eric, they propose attaching some 2G PCS spectrum with with the 3G spectum. 1710-1730Mhz paired with 1805-1825Mhz. This would favor GSM and UMTS. GSM1800 is 1710 - 1785 MHz paired with 1805 - 1880 MHz
The incumbent carriers using CDMA or TDMA at 800Mhz would get a smaller allocation in this PCS band with their 3G license in this proposal than would a new entrant.. The incumbent CDMA carrier would get less PCS spectrum in a band which is also less useful to him. Equipment is more frequency agile than it was a few years ago so I don't know if this will make any difference by the time the systems are built.
