"The effeminent(sp) GOP in the blue zone libeled the Clinton administration, wailed, and wrung their hands for eight years and it's only taken 5 months for the new adults in Washington create an energy crisis, continue plans to lose YOUR TAX DOLLARS on Star Warz, increase tension with China, lose the respect of Europe, throw away progress with N. Korea, payback campaign contributors by trashing Kyoto and LOSE THE SENATE. All in 5 months.

We have now not seen leadership for so long in Washington that we have forgotten what it looks like.

This Nation will either reform or die."

"My administration is committed to a leadership role on the issue of climate change," Bush said in a speech in the White House rose garden.

Although European leaders say mandatory targets are necessary, Bush said too many scientific uncertainties remained to warrant stronger action now.

He pledged to increase research and development and pursue diplomatic efforts to solve the problem, but again rejected as "unrealistic" the Kyoto treaty's mandatory targets for reducing emissions of greenhouse gases thought to cause global warming.

"Guys. Now hear me out on this. You Euros gotta understand how all this works. I got big bucks for my campaign from Exxon and Mobil and no one sent me a dime from Kyoto. Not one penny."

European leaders have also expressed concern about Bush's plan to build a missile defense system, fearing it could touch off a costly new arms race.

Bush said on Monday he looked forward to making his case to Putin and the European leaders. "I think the whole doctrine of blowing each other up...is an ancient doctrine," he said.

On the eve of his arrival in Madrid, Bush also poked fun at his command of Spanish in an interview with Spanish television -- but also mispronounced the name of the prime minister he was to meet hours later.

"It's a great honor to travel to Spain and visit with the king and also with Prime Minister Anzar, but I have to practice this very pretty language," Bush said from Washington in ungrammatical Spanish. "And if I don't practice, I'm going to destroy this language."

That's not the only thing he's going to destroy.

"We have not seen leadership like this in Washington that we have forgotten what it looks like."
